Now, sign out from the current account and you will be able to see a new Administrator account. Try the below steps and check if you can create a new Account.
I suggest you to activate Default Administrator and try creating a new Account with Administrative privileges.

Then I tried seeing what it looked like when I made and used another account on the computer, because the bugged one was the only one I had on it before it got bugged.
